On 13 March, three German states go to the polls in regional elections. Last time these states voted, energy policy was the hot topic, and Germany elected its first Green state premier. Now, energy and the climate have been completely sidelined as debate centres on the refugee crisis. But experts warn the outcome could impact renewable energy development on both a regional and national level, and the votes are seen as a first test in the run-up to the federal election in autumn 2017.
